I'm thinkin' big old steam-driven paddle wheel. Would explain why it looks like it's on a boat. Now, what ship that boat's an interpretation of is anyone's guess.

The first thing I can think of is Jabbas Sail Barge, since that is similar to a large boat, and this looks like one as well.

Now we're talking... though I still don't get the whole paddle wheel unless that pushes it along the sand. Oh well, as I said before - to hell with physics, this looks sweet (as far as I can tell).
